What this tool refuses to do
- It does not infer need, capacity, availability or eligibility from population or facility counts.
- It does not rank communities, and area context is never attached to an individual.
- It does not show a projection that failed its accuracy check against the series' own past.
- It does not blend measurement dates: every figure shows its own reference period.
- It does not compute any number with a language model.
