Three horizons, three geographies
Each horizon rests on data published at a different level, and ATLAS keeps them apart: history by county, the present by Electoral Division, projections at whatever level the series is published. A county figure is never spread across the divisions inside it.

How to read a label
Every material statement in ATLAS carries one of eight classes, so fluent prose cannot blur what was measured with what was inferred.
- Verified fact
- Directly established by a cited authoritative source for the stated place and period.
- Calculated indicator
- Produced deterministically from identified source fields by a reproducible formula.
- Inference
- A reasoned interpretation of stated evidence, with its reasoning shown.
- Scenario
- A conditional result from explicit inputs and assumptions. Never called a forecast.
- Forecast / projection
- Output of a named model, with owner, vintage, horizon and measured error.
- Assumption
- An input or analytical choice not established by source data, kept visible.
- Unknown
- Unavailable, incompatible, stale, too uncertain, or not measured. Shown as no data, not zero.
- Judgement required
- A matter for a named professional, statutory process or public body.
What this tool refuses to do
- It does not infer need, capacity, availability or eligibility from population or facility counts.
- It does not rank communities, and area context is never attached to an individual.
- It does not display a forecast that failed its backtest against a naive baseline.
- It does not blend measurement dates: every figure shows its own reference period.
- It does not compute any number with a language model.
